Kelly Otis has been in law enforcement for 36 years. He worked for the Wichita PD from 1985 thru 2007. Kelly was promoted to Detective in 1995 and worked in the Narcotics Unit, and was promoted to the Homicide Unit in 1997. Kelly retired from the WPD in 2007 and accepted the position of Chief Investigator for the District Attorney’s Office in Sedgwick Count-which serves a population of approximately 685,000. Kelly supervises the Investigations division, which consists of 8 commissioned investigators and 5 civilian investigators.
In 2004, Kelly was assigned to the BTK Killer task force, working a cold serial killer case for 16 months.
